The second consultation for Extended Producer Responsibility (EPR) Reform will close for responses on June 4th, 2021. The outputs will outline the replacement of existing packaging compliance with some impacts potentially starting as early as 2022.

 

The Consultation indicates significant potential changes, some of these include:

  • Reporting  

- Material costs to be based on various criteria such as material, recyclability and complexity, Eco-modulation, therefore requiring more granular reporting

- Additional reporting based on supply into the different UK regions (England, Northern Ireland, Scotland, Wales)

  • Redefined obligated businesses

- There are 6 suggested categories of producers with one compliance point for each packaging component

- Individual businesses may take on more than one obligation

  • Mandatory labelling

- These will be designed to assist consumers to identify whether a packaging item is recyclable (by component)

- To prevent confusion, there is no suggested De-minimus for this requirement

- Intended to extend to imported products
